I apologize for the delay in my report on the 2024 Regular Session. Long story short, nothing meaningful was accomplished.
Prohibiting Entry of Illegal Aliens
As I mentioned in my House Bill 3137 Prohibiting Illegal Alien Human Smuggling, illegal immigration is a critical threat to our country. No single solution will stop this scourge.
The Anti-Terrorism Act
Inexplicably, terrorism is not a crime in West Virginia. Threats of terrorism are crimes, but not terrorism itself. During the last legislative session, I submitted a bill to make terrorism a crime.

Resolution to Congress Demanding a Federal Balanced Budget Amendment
I submitted a Resolution last year to demand Congress do what the Constitution undisputedly requires. I revised my Resolution this year to indicate that West Virginia will join a lawsuit against Congress to force them to call a Convention.
Resolution to Nullify Federal Actions
The federal government under the Biden regime has become tyrannical, violating the Constitutional Rights of Americans at will, imprisoning and persecuting its opponents, opening our borders to illegal aliens, supporting our enemies, and destroying our economy.

The Special Circus - Part 1
On Sunday, 6 August, the Governor announced from a groaning golf cart that he was calling a special session three hours before the session began at 4:00pm. I found out at 1:46, giving me little more than two hours for a five-hour drive.

As I noted in Part One of the Special Circus, we saw breakneck driving feats by delegates and senators sprinting to Charleston. At the session, we also saw sleight-of-hand tricks, as magicians made millions of taxpayer dollars disappear.

The Corrections and Emergency services crises were the primary reasons we had a special session. The Corrections issue has been with us for years, with no significant progress. Last year, for the 2nd time in five years, we had to deploy our National Guard to support Corrections’ staff. The costs are enormous – nearly $20 million per year.

Besides the Corrections crisis, the other primary reason for the Special Circus, was reputedly to deal with our emergency services crisis. The legislature had three bills to consider. The first was SB 1021/HB 121.

What we really need in our West Virginia government is prioritization. The special session, however, was not really about the People’s priorities, but rather personal priorities.
