Resolution to Congress Demanding a Federal Balanced Budget Amendment
Since 1979, over 39 states have submitted resolutions to Congress calling for a Convention of States to develop a balanced budget/fiscal responsibility amendment to the U.S. Constitution. Congress has refused to do its duty required by Article V of the Constitution to call a Convention since that time, as its members want to continue to spend the People’s money to remain in office.
I submitted a Resolution last year to demand Congress do what the Constitution undisputedly requires. I revised my Resolution this year to indicate that West Virginia will join a lawsuit against Congress to force them to call a Convention.
Because Congress is refusing to do its Constitutional duty, my Resolution calls for a Convention by the States in Charleston in April to develop a balanced budget/fiscal responsibility amendment to the U.S. Constitution. The amendment will be put onto our general election ballot this November.

If our Country is to survive, we must rein in our out-of-control federal government and its insane spending which is destroying any future for the People.
